Position Title:  Program Operations and Data Coordinator

Organization: Allentown Economic Development Corporation (AEDC) 

Program: Allentown Works (EDA Recompete Pilot Program)

Position Type:  Full-Time, Exempt.

Reports To:  Program Manager

Location:Allentown, Pennsylvania (On-site)

This is a grant-funded position available from 2026 to 2029

Position Summary:

The Program Operations and Data Coordinator will provide cross analytical, content, and coordination support to the Allentown Works initiative; a multi-partner, citywide effort to reduce barriers to employment and expand access to quality jobs. 
This position supports program administration, invoicing, reporting, marketing, employer engagement, and partner coordination activities, ensuring smooth communication and high-quality data and narrative outputs across the program. 
The ideal candidate is analytical, people-focused, and resourceful; able to synthesize complex information, translate data into stories, and manage projects involving multiple partners and timelines.

Key Responsibilities

Program Administration

  • Support the Program Manager with administrative tasks such as scheduling meetings, creating agendas and meeting minutes, tracking partner documentation, and creating coordination visuals.

  • Conduct event planning and coordination with internal and external partners. Order and track physical collateral related to the grant. Obtain proposals and quotes for services outside of physical collateral.

Invoicing and Budget Management

  • Manage reimbursement and cash advance requests, track partner and grant budgets, and ensure compliance in alignment with AEDC and EDA procedures. 

  • Maintain organized digital and administrative systems for documentation, reporting, and invoicing. 

Stakeholder and Data Management

  • Manage communication and data between AEDC and external partners, serving as a responsive, solutions-oriented liaison. 

  • Coordinate partner meetings and documentation across several partners and ongoing projects. 
    Prepare data summaries and visuals for coordination meetings, overall decision-making and reporting.

  • Facilitate collaboration and information flow across component projects to ensure alignment and timely updates. 

Policy Analysis & Content Generation

  • Conduct quantitative and qualitative analysis to identify trends, challenges, and impact stories that inform program decisions. 

  • Develop narrative reports, data visualizations, and presentations that communicate progress and outcomes to stakeholders.

  • Create visuals, presentations, and outreach products that translate program metrics and stories into accessible, compelling content. 

Other

  • The position may include other related responsibilities as needed to support AEDC and ensure successful program delivery. When applicable, this position may oversee an intern position.

  • This position is expected to be in-person, onsite Monday-Friday 8:30 am to 5:00 pm.

Qualifications

  • Bachelor’s degree in Public Policy, Public Administration, Economics or related field; Master’s preferred.

  • Strong analytical and writing skills; ability to interpret data and communicate findings clearly.

  • 2 to 5 years of experience in workforce, community, or public-sector program management; administering program activities, budgets and tracking goals. 

  • Proficiency in Microsoft Office Suite, with Excel expertise.

  • Experience with GIS, Data visualization tools (Tableau, Power BI) and statistical analysis tools preferred.

  • Excellent interpersonal skills; able to build trust and coordinate with diverse partners.

  • Highly organized, detail-oriented, and comfortable managing multiple priorities. 
    Flexible and proactive; able to work effectively with limited information and evolving tasks.

  • Bilingual (English/Spanish) preferred.
